UK Public Sector Faces Concealed Digital Transformation Shortfall

A recent report has highlighted significant gaps in the digital transformation strategies of UK public sector organisations, suggesting that many are at risk of not fulfilling their digital objectives. ArvatoConnect’s study indicates that a large majority of these organisations lack a comprehensive data strategy, struggle with data management and protection, and have not sought sufficient feedback from citizens or trained their employees on new digital systems.

Key findings from the report reveal that 65% of public sector bodies engaged in digital transformation lack a data strategy, 71% face challenges in data management, and 68% are not confident in their data protection capabilities. Additionally, the study, which surveyed decision-makers across UK government sectors, found a significant lack of engagement with citizens and employees regarding digital transformation efforts.

The report by ArvatoConnect, a company specializing in customer experience and business optimization for the public sector, points to a ‘digital deficit’ where the aspirations of digital transformation projects do not align with their actual impact. This misalignment is further compounded by the fact that many organisations’ digital strategies are driven more by technology availability and competition than by actual need.

ArvatoConnect emphasizes the importance of foundational steps in digital transformation, such as setting clear KPIs, gathering feedback, and ensuring employee training, which is currently overlooked by many public sector entities. The report suggests that a more needs-focused approach to digital transformation, rather than one led by technology or competitive pressures, could better address customer experience issues and lead to more successful digital outcomes in the public sector.
